The Ministry of Interior announced a more comprehensive service provision in which it offers 61 services under the Federal Traffic and Licensing System for Nationals and Residents of the UAE. UAE Nationals and residents can complete their transactions through the internet without any need for paperwork, irrespective of the license’s place of issue. The system also integrates data in traffic and license departments in the country to facilitate and accelerate information delivery regarding registered vehicles.

The system allows nationals and residents to pay fines, renew their vehicles’ licenses, obtain ownership, export, and transfer certificates of any traffic department or service centers in the UAE despite the original place of issue.

It is known that the system was gradually implemented in 2006 in all emirates of the country. The system enjoys security and automated features that control the data entry process, and display the information in a manner that suits the requirements of traffic work in each emirate.

Brigadier General Gaith Hasan Al Zaabi, Director General, Traffic Coordination Department, Ministry of Interior, said that the system consists of primary programs such as: drivers’ test, drivers’ licensing, vehicles’ licensing, traffic profile, traffic fines, and traffic accidents. It also consists of sub programs: lease of project vehicles, axial weights, document saving, and traffic courts. He also noted the provision of e-services that are related to traffic profiles and traffic services for the public and companies.

The system was implemented through the cooperation of the Ministry of Interior, Abu Dhabi Police General Headquarters, Dubai Roads and Transportation Authority, Dubai Police General Headquarters, and other police departments in the country. The system’s aim is to provide services to clients where ever they are located.

He explained that the system functions through a comprehensive structure of programs and e-services provided, and through the unified database of the Ministry including all information such as traffic profiles, driving licenses, vehicles, and traffic fines. He added that the system “contributes to implementing the e-government principle through integration with all other related governmental entities.”

Colonel Anwar Abdullah Al Mulla, ICT Director at the Abu Dhabi Police and Head of the Project of Traffic Systems Integration with Dubai explained the benefits of the system, saying: “It enables individuals and companies to easily complete their traffic transactions, as they can pay their fines, renew their vehicles’ licenses, their driving licenses, obtain ownership, export, and transfer certificates of any traffic department or service centers in the UAE despite the original place of issue.”

The system, also streamlines procedures between traffic departments and provides automated auditing of information to avoid human error, and eliminates the need for paperwork in facilitating transactions.

He said that issuing world-class high-quality and confidential licenses for vehicles has been standardized, and licenses from all vehicle licensing departments in the country are issued in a uniform manner.  He explained that new licenses carry high level features of security and privacy, and cannot be forged as they include special fine lines painted in a golden color and contain fine particles.
