Al Ghoul calls for respecting disabled="disabled" persons rights culture
Lt. Colonel (Dr.) Salah Obeid Al Ghoul, Director of Law Respect Culture Office at the Secretariat General of the Office of HH the Deputy Prime Minister and Minister of Interior have called for creation and enhancement of disabled="disabled" persons respect culture. He affirms that disability is an important social issue in contemporary communities because of its educational and economic dimensions for the disabled="disabled" individual, his family and the society as a whole on one hand, and because it relates to 15% of the community members according to UN estimates, on the other hand. The existence of a disabled="disabled" person in a family has psychological, economic and social effect on the family members.
‘Since the second half of the past century all countries have paid attention to provide legal protection for disabled="disabled" persons. Many international conferences have been organized to discuss disability issues and international pacts have been signed in respect of this protection. Some laws have been enacted to identify the government responsibility for this category, so as to remind peoples and governments of the world with disabled="disabled" people issues, their social, economic and legal problems,. Their integration into society, improving their standard of living, providing them with health care, protection and securing their full legal rights”, added Al Ghoul.
The UAE since its foundation has paid attention to the good upbringing of persons and securing decent life for them, starting from the family then to the whole community. As HH the President of the UAE Sheikh Khalifa bin Zayed al Nahyan said “Human beings are the real fortune of this country before and after the oil. Citizens’ welfare and interests are the goal which we work for day and night. Building a person is different from all processes of building. Man is the basic fulcrum of the comprehensive social and economic development process and he is responsible for the progress of this nation”. Emirates has achieved a quantum leap forward in social care concept when it has moved to modern and comprehensive concept rather than the traditional one in terms of disabled="disabled" people care and rehabilitation, which meets all needs and aspirations of this category, in addition to allowing them to find a place in all life domains. Different government authorities spare no effort to implement the latest standards and specifications in public establishments and facilities to suit the use of disabled="disabled" people.
Regarding protection by law Al Ghoul added “The UAE constitution guarantees all rights of disabled="disabled" persons, including employment, care and rehabilitation. Article (16) says (The society shall care for children, mothers, and protects those underage and other persons who cannot look after themselves, whether because of illness, disability, old age or compulsory unemployment, for theirs and community sake)”.
“In line with international principles of human rights protection, in general, and disabled="disabled" persons rights in particular, and protection of these rights by law, the Federal Law number (29), of 2006, regarding the rights of disabled="disabled" persons, issued by HH the President of the UAE Sheikh Khalifa bin Zayed Al Nahyan, with a view of protecting the rights of the disabled="disabled" persons in the country.
