In coordination with the Abu Dhabi Department of Transport, the Traffic and Patrols Directorate at Abu Dhabi Police will implement a new mechanism for fines payment by installments; as of Sunday, November 18th, and for a grace period of three months only; to make it easier for community members, citizens and residents alike, to pay traffic fines.

Under the new mechanism, the Abu Dhabi Traffic Department traffic fines and the DoT’s violations, “Mawaqif” on expired vehicles licenses can be paid in installments as follows:  50% of all traffic violations and “Mawaqif” penalties paid separately to each authority; (provided that the minimum number of violations is no less than two, and the combined value of the two fines is AED 1000).

According to the new mechanism, and in order to renew the vehicle’s license through the Federal Traffic and Licensing System, the vehicle’s owner must pay all traffic fines he owes to the Emirates; the Roads and Transport Authority in Dubai; municipalities of both the UAE and GCC countries. He also needs to pay 50% of the total of Abu Dhabi Traffic Department’s violations and “Mawaqif” penalties upfront, provided that he settles the remaining 50% of the amount during one year.

In this context, Brigadier Eng. Hussein Ahmed Al Harthi, Director of Traffic and Patrols Directorate indicated that the new mechanism is an important initiative, designed to give drivers the opportunity to maintain their safety; respect traffic regulations and laws; avoid legal sanctions, and the negative outcomes of violations and traffic accidents.

Al Harthi added that the Abu Dhabi Police GHQ and the Abu Dhabi DoT do not seek to deliver traffic violations or impose them in any way. He noted that the decision to allow payment of 50% of the total traffic violations and parking penalties in installments should motivate offenders to review their behavior, in terms of compliance with laws designed to ensure their safety.

Al Harthi called on motorists to practice self-censorship as per their sense of responsibility, to uphold the law and the rights of other road users.

Moreover, he noted that payment of traffic violations and “Mawaqif” penalties in installments include only vehicles registered in the State, excluding foreign vehicles; vehicles with out-of-state license plates, or under testing vehicle plates. He added that the installment system is applied to vehicle registration codes of individuals rather than companies.

Moreover, Al Harthi explained that violations to be paid in installments are determined after query about penalties due to the Traffic Department and the Federal Traffic and Licensing System. 50% of the outstanding penalties are to be paid upfront; the remaining half, including Abu Dhabi Traffic Department’s violations and “Mawaqif” penalties, to be paid in installments.

He also noted that when paying penalties and fines under the installment procedures, vehicle owners are not allowed to sell the said vehicle; take it out of State; use it outside the country for tourism or transfer it within the State, before paying all penalties in full.

Furthermore, he clarified that the new mechanism allows vehicle owners, in case they own two vehicles with expired licenses and traffic violations, to renew one of the vehicles’ license or pay fines without having to do so for the second vehicle. Moreover, if vehicle owners wish to renew a vehicle’s license one year after the date of renewal, they are required to sign an undertaking by virtue of which they promises to pay the remaining of the outstanding penalties.
